I'm assuming that you are either drinking at dinner or going out drinking after so I would stay away from pasta/italian food because it will put you in a food comma. How about greek? There is a place called Ethos on 3rd Ave between 33rd and 34th. Food is good and not overly pricey.

Simply pasta. In and around Times Square. It is on 41st Street, between 6 avenue and Broadway. What are some good restaurants in NYC?
Go to Bobby Vans Steak House.... it is so good! Kinda expensive, which I know you wanted to avoid but your turning 21. live it up :)

A diner is right up your alley.
There's some good places off of Cornelia St. down in Greenwich Village. Il Vagabondo is delicious...a bit expensive. Peter Luger is also amazing...but expensive. However, it's your 21st. It's gotta be memorable. :)
