How do I make a game with interactive video?

I am trying to put together a game with interactive videos. Is there a program I can get that will allow me to link videos together via click-able options, or point and click style images? How do I make a game with interactive video? The problem is how much brain surgery you have to do to a Windows platform to install your efforts. Windows is not a friendly platform to make custom software. Flash is almost universally available to all platforms. The downside to Flash is you must have the Adobe Flash authoring tool, which is not cheap. The plus side to Flash is that coding is easy enough, almost like javascript.

After that, you need a video editing program to clip / snip video footage and convert to the file size (picture quality) you desire. Look at the Yahoo! news section and you will note that Flash video is their preference.

There are other answers, perhaps, using real programming languages but you would be faced with creating everything from scratch. How do I make a game with interactive video?C++ would be your best option probably. You could also do it with C# or VB.NET. All of these support clickable interfaces.
