Me and a friend would like to make an online multiplayer game, (like club penguin,) what program would we use? We have an url, and can get a server, but can you recommend a program, (preferably free, but not essential,) that we could make the actual game with?

If you want to make a game like travian though i suggest using macromedia dreamweaver.
Macromedia flash is also good for making a game like club penguin, they did use flash...

What program to use to make online multiplayer game?Use the game maker program. Its free, but you might need to upgrade it to pro once you download it to make online multiplayer games. It will cost $20 to upgrade, but I have heard of some free hacks you can download which will make it pro.
