What are different ways to get a cool game idea to market?

I know there are ga-jillions of people that come up with game ideas out there, but not everyone pursues those ideas.



Specifically I am talking about a video game idea, not board game or other....



What are some successful ways to get this idea lisenced to someone and developed, without starting my own game company and also without having much money to throw towards it.



Ideas?



Also-I am not a programmer nor intend to become one.



I wonder if Game publishers work mostly with companies or individuals in trying to get a game going, also...What are different ways to get a cool game idea to market?yes
