What is the most romantic and creative idea to propose in NYC?

My girlfriend and I are traveling to NYC in 2 weeks over the weekend. She thinks we are getting away to be cuddled up and celebrate the Valentine's day in advance. And I plan on asking her to be my wife. My girlfriend and I are already semi-engaged, as I have already asked the question and she said 'yes'. :) But I didn't have the perfect ring for her and I would love to ask her to marry me again with the ring for the most beautiful woman that I have ever dreamed of. Since she already sort of knows that I have been looking for the ring, I won't be able to surprise her much. But I would like to propose her in a very unique and special way that she may be overwhelmed with the greatest and the warmest feelings. I would prefer not to propose in restaurants and traditional ways. Also, I am 22 yrs old graduate student who cannot afford to spend extravagantly. I would truly appreciate any of your ideas!!What is the most romantic and creative idea to propose in NYC?
take her out to dinner then go on a walk through the central park, and pay a musician who plays the saxophone to be at a certain spot and start playing as you start to get down on your knee

the top of the empire state building is a fabulous idea for the most part--that's what my fiancee did for me, and it was incredibly romantic!--once we got up there. if you opt to do that, be sure to account for the possibility of very long lines in a very warm series of rooms. of course, once you get up to the top, and you see the new york city skyline silhouetted against a brilliant sunset, with the city lights just starting to turn on and glitter, it is truly a breathtaking sight.
What about the statue of liberty? You can take a ferry there and find a quite place to propose while the sun sets. best wishes :)
